General Statement of DutiesSupervises and coordinates all aspects of pupil transportation for public and non-public school children including to and from school and special activities. Manages the establishment and revision of bus routes; prompt resolution of student transportation problems; coordination of student transportation programs; assists with preparation of current and long range student transportation plans. Reports to the Deputy Superintendent.QualificationsEducation & Experience: Associates degree, plus three years’ professional experience in operations and transportation, working with scheduling, routing and safe operation of buses for a large school system, or an equivalent combination of education and experience.Minimum of two years’ supervisory experience.Qualifications: Demonstrated ability to manage a large and complex transportation system.Thorough knowledge of scheduling, routing and safe operation of school buses and other fleet vehicles. Familiar with state laws and regulations pertaining to school transportation, including but not limited to, motor vehicle requirements pertaining to school buses, and safety precautions necessary in school bus operations.Proven ability to plan, organize and apply independent judgment. Ability to analyze student transportation problems and programs and recommend or implement corrective actions designed to improve student transportation operations.Demonstrated ability to use a computer and knowledge of business related software applications, including Microsoft Office and transportation scheduling systemsExcellent interpersonal and communications skills, both verbal and written.Proven ability to establish and maintain effective working relationships with superiors, subordinates, associates, officials of other agencies, administrators, parents and the general public.Demonstrated ability to present materials in meetings as needed.Must possess a valid driver’s license in order to operate motor vehicle in the State of Connecticut.* Examination: 100% Training & Experience Assessment* The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.Job DescriptionDepartment: Schools Division: Transportation Bargaining Status: LIUNA Salary Range: L-D FLSA Status: Exempt Job Code: 6968 Date Created: May 1992 Last Amended: Sept 2021* ESSENTIAL FEATURES*:Supervises and coordinates all aspects of student transportation operations, including responsibility for day-to-day operation of school buses.Maintains transportation information database; assists with boundary planning decisions when necessary.Plans and continually updates all regular, kindergarten and in-town special education bus routes to maintain an efficient transportation program; keeps the bus company informed of all changes in routes, time schedules, stops, etc. Makes temporary route changes when regular routes are interrupted.Maintains a system of communication with all schools in order to secure information on buses running late, failing to arrive, or other problems, which affect the transportation system.Makes regular field inspection of buses and bus routes to see that schedules are being maintained, stops being made, and buses operated in a safe manner.Responds to inquiries; investigates complaints and makes adjustments as necessary; prepares required reports on all bus incidents and accidents, compiles information for State reports and makes regular reports to Deputy Superintendent.Plans and implements bus safety programs in all public and non-public schools. Works with the Police Department and Town Traffic Engineer to ensure the safety of students at pickup points and en-route.Plans transportation budgetary requirements and assists in preparation and presentation of budget; processes transportation billing for payment.Monitors adherence to the bus contract by the contract carrier.Supervises clerical staff.Attends all Transportation Advisory Committee meetings and serves as liaison between the committee and school system; attends other meetings concerning transportation as required.Prepares and submits reports on school system fixed asset changes and maintains related management reports; performs physical verification of fixed assets on a cyclical schedule.Keeps informed on transportation industry innovations and trends as they relate to department concerns.Performs other duties as assigned.Supplemental Information All positions may be subject to an interview process.The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.The eligible list containing the names of successful examination candidates will be in force for a minimum period of six (6) months, and will allow candidates to be considered for appointment to this position and any others in the same class, which may become available during that timeframe. All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test, given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.New employees will be required to demonstrate their vaccination status against COVID-19, or present a valid request for accommodation to the Human Resources Department. The Town of Greenwich has implemented a policy of background investigations all full and part time positions positions prior to hiring as part of the reference checking procedures for outside candidates.
