You will assist the technical advisor for the Federal Highway Administration to implement the agency’s Finance program in the Division, or as a shared resource, for multiple Divisions. You will be responsible for assisting in administering the finance programs. You will also be developed in the FHWA Finance programs and with increased experience – increased responsibility.
The Transportation Finance Specialist:
Assists the Transportation Finance Specialist(s) or Transportation Finance Manager in administering and stewarding the FHWA financial management programs in the Division Office. The incumbent exercises discretion in planning program activities and priorities and works with the FHWA Headquarters and Division offices and State DOT in developing and executing a comprehensive financial management improvement program. The incumbent participates in State, Regional and National financial, accounting, auditing, and management information system improvement committees and teams.
Acts as a technical resource on FHWA procedures and guidance on Federal laws, regulations, Executive Orders, and directives related to finance considerations applicable to the Federal-aid highway program. Keeps current as to recent or emerging changes affecting the program or projects.
Provides guidance and technical assistance to Federal, state and local government staff regarding Federal laws, regulations, policy, procedures, and guidance on financial topics. Program activities include the following: accounting, funding advice and guidance, financial management improvements, project funds management, audit resolution, and innovative finance. The TFS advises FHWA personnel of special financial management concerns and/or circumstances. The FS assists in updating, developing, and maintaining Division policy and procedures for all financial management program areas.
Participates with other Federal agencies and State on pertinent financial management concerns relative to highway issues, with the goal of advancing Federal-aid programs and projects. The incumbent consults with the Transportation Financial Specialist (S)/Manager to make recommendations and suggestions for improvement and modification of state practices to assure compliance with FHWA regulations and to optimize the use of Federal funds.
