GENERAL DESCRIPTION: The purpose of this position is to appraise property to determine value and assess taxes for Oconee County. The Appraiser will maintain appraisal records and perform related work as needed. This position will also attend seminars and training as required to maintain job knowledge and skills. ESSENTIAL JOB DUTIES: Verify legal descriptions of real estate in public records.
Inspect new construction properties to determine market value.
Calculate and sketch new construction to determine square footage.
Reconcile data and prepare written reports on properties’ fair market value.
Analyze records from deed sales, combinations, and transfers that affect market value.
Qualify properties for legal residence and agricultural assessments per SC Tax Law.
Assist property owners in filing property value appeals.
Explain guidelines of SC Tax Law to property owners.
Evaluate and resolve real estate appeals submitted by property owners.
Calculate replacement cost, obsolescence, construction cost, and other pertinent factors.
Assist in evaluating properties after natural disasters, floods, fires per FEMA regulations.
Represent the county in property tax appeals to the Board of Assessment Appeals.
Conference with superiors and other staff members to report progress and develop better methods.
Attend seminars and training required for continuing education.

Additional duties include: N/A KNOWLEDGE, SKILLS, AND ABILITIES: Customer service skills: Due to regular interaction with property owners, excellent customer service is a requirement for an appraiser. Analytical skills: Appraisers are required to use many sources of data when valuing real estate. As a result, Appraisers must carefully analyze all data and approaches to value in order to reconcile and report a fair market value. Organizational and time management skills: Appraisers work under time constraints, and many times appraising many properties in a single day. Therefore, managing time and organizing is crucial so that deadlines are met. Problem-solving skills: Appraisers encounter unexpected problems when appraising real estate, therefore the ability to develop and implement alternative solutions is crucial to success. EDUCATION AND EXPERIENCE: The educational requirement for this position is: Some college. Education may not be substituted for experience. Related-experience required: 1 year. Experience may not be substituted for education. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Certifications, licenses, professional designations, or other qualifications required for this position include: Must possess a valid state driver’s license.

Certifications, licenses, professional designations, or other qualifications preferred for this position include: SC State Licensed Appraiser ESSENTIAL PHYSICAL REQUIREMENTS: Physical Requirements: The physical activities required for this position involve: Standing: under 1/3 of the time; walking: under 1/3 of the time; sitting: under 1/3 of the time; using hands: under 1/3 of the time; reaching with hands and arms: under 1/3 of the time; climbing or balancing: under 1/3 of the time; stooping, kneeling, crouching, or crawling: under 1/3 of the time; talking or hearing: under 1/3 of the time; and, tasting or smelling: under 1/3 of the time. This position requires lifting: Up to 10 pounds: under 1/3 of the time; up to 25 pounds: under 1/3 of the time; up to 50 pounds: under 1/3 of the time; up to 100 pounds: under 1/3 of the time; and, more than 100 pounds: under 1/3 of the time. Vision Requirements: This position has the following special vision requirements: Close vision (clear vision at 20 inches or less)
Distance vision (clear vision at 20 feet or more)
Color vision (ability to identify and distinguish colors)
Peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point)
Depth perception (three-dimensional vision, ability to judge distances and spatial relationships)
Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus)
